New York's response to substance use disorder often involves moral judgment and criminalization, resulting in stigma and mass incarceration. We support reduced penalties for personal possession of controlled substances through the passage of S2340/A7109, which will reduce state expenses and lower risks of overdose during or immediately after incarceration.
