The Gender Expression Nondiscrimination Act (GENDA)
Transgender individuals are disproportionately affected by HIV/AIDS. Housing Works has, therefore, played a major role in advocating for transgender rights in New York State.
Housing Works spearheaded the movement to pass the Gender Expression Nondiscrimination Act (GENDA), which would add gender identity and expression to New York State’s existing human rights laws. In doing so, the bill would protect transgender residents against discrimination in employment, housing, public accommodations, education and credit.
We co-drafted GENDA in 2003, and within five years we were able to get the groundbreaking legislation passed in the Assembly. While the bill has passed four times in the Assembly—in 2008, 2009, 2010 and 2011—it has yet to pass in the Senate. Gov. Cuomo has said he would sign the legislation.
In 2012, we’ll be focusing on pushing this legislation through.
